Brunei Darussalam’s is one of the countries in Southeast Asia with very high primary energy intensity and
that the trend has been increasing since 2005. Improving energy efficiency is one of the national priorities especially
that the country has committed to the ASEAN/APEC targets of reducing the primary energy intensity to 45% below
the 2005 levels by 2035. The government has introduced several activities to improve energy efficiency in the
public sector as well as to promote private sector investments on energy efficient technologies. Despite of this,
significant barriers to energy efficiency improvement remain high and that current initiatives need to be further
strengthened.


A project study on Building Energy Efficiency Road Map is being undertaken by the Brunei National
Energy Research Institute (BNERI) and Economic Research Institute for ASEAN and East Asia (ERIA). The study
carried out an energy consumption survey to establish baseline information as basis for policy making and is
currently elaborating a road map that will address barriers to implementing energy management system in
commercial and public sector buildings.


The Institute of Policy Studies (IPS), in partnership with BNERI and ERIA, organizes this Forum to facilitate
discussion among stakeholders on building energy efficiency policies in Brunei Darussalam. The Forum will present
project preliminary results as well as discuss with and elicit inputs from stakeholders on Building Energy Efficiency
Road Map for Brunei Darussalam.
