Report: Suruhanjaya Tenaga has initiated a Study on the Development of National Energy Efficiency Action Plan 2.0 (NEEAP 2.0) in May 2023. The main objective of NEEAP 2.0 among others, is to implement a holistic and integrated energy efficiency initiatives to reduce final energy demand in Malaysia from 2026 to 2035. Three sectors (3) namely Industrial, Commercial and Residential/End-use are the focus of energy demand reduction from the use of electricity and thermal energy.
  Under NEEAP 2.0, ASHRAE Malaysia Chapter is a member of the focus working group who is being tasked to gather industry feedback and propose higher CSPF as the MEPS of split units from 2-Star to 5-Star rating covering the 2 range of cooling capacities as depicted below. 
  1st Consultative Meeting on the above at the secretariat office of ASHRAE Malaysia Chapter on the 11th January 2024. Subsequent to the meeting, we have received your submission of the proposed CSPF for 2 Star to 5 Star rating. Since then, we have collated the data from the submissions of all companies and would like to discuss with you on the proposed new CSPFs and the MEPs for air-conditioners under NEEAP 2.0 during this 2nd Consultative Meeting.
  The objective of this meeting remains the same, that is to raise the MEPS of all split unit air conditioners with higher CSPFs than the existing metrics across all star ratings in order to lower energy consumption and thus achieving higher energy efficiency. 
  In order to achieve this noble objective, it is of paramount importance that the CSPF values are being harmonized and/or agreeable among all manufacturers. 
  During the 1st Consultative meeting on 11.1.2024, a total of 24 participants represented 13 brands attended the meeting. The committee requested the participants to submit their respective CSPF proposal within agreed timeline, all 12 brands submitted. Trane was the only brand refused to submit after a few follow up emails, phone messages and call.
  The invitation for 2nd Consultative meeting was sent out to 12 brands, those who submitted their proposed CSPF value, all 12 brands confirmed participation, but however only 10 brands turn up for meeting, Haier and Samsung brands were absence. Total particiapants attended the meeting was 17, represented 10 brands.
  The proposed CSPF values were tabled and discussed among the Stakeholders, and all Stakeholders agreed with the proposal. 
  1. That the team agreed with the proposed CSPF values.
  2. That the agreed proposed CSPF values will be effective as at 1.1.2026, under phase 1 implementation, 2026 to 2030. 
  3. That the team will meet in 2029 and discuss on the further energy efficiency improvement for phase 2 implementation, 2031-2035.
