Final input from the working group for Energy Efficiency and Conservation Act (EECA).
The Terms of Reference (TOR) and items for discussion were: Minimum Energy Performance (MEPS), Efficient Management of Electrical Energy Regulation (EMEER), Building Sectors, Thermal Energy and etc.
The working group fine Terms of Reference (TOR), scope of work, tenderers qualifications and timeline for KeTTHA to finalize the Request For Quotation (RFQ) for KeTTHA to call for tender for a suitable and professional Consultant to take the job of writing the Act, but with the input for various Stakeholders.
KeTTHA plans to finalize the Act with the Consultant and table to Parliament in 2018. KeTTHA hopes to get Parliament to pass the EECA Act in 2019 and commence the implenmentation phase.
EECA Act will be made mandatory from 2019 to 2023 to achieve minimum energy savings and compliance to building energy codes in Industrial, Commercial and Residential sectors. With the aim of achieving Carbon Neutral by 2040.
