                                                                         Refrigerant Management REG 2020
  •Enforcement started on 1 June 2020
  •Controlled substances: CFC (First Schedule) & HCFC (Second  Schedule)
  •Prohibition on the use of environmentally hazardous substances:
  •CFC – Total Ban
  •HCFC – Prohibition on the use of new HCFC based  equipment
  •Servicing of RAC equipment involving handling of refrigerant must be carried out by a trained personnel.
  •Container of refrigerant must be labelled according to its type and must be visible
  •Prohibition of discharge of any CFC / HCFC to the environment
  •CFC / HCFC can only be disposed at DOE approved facility
  •Record on trade, reclamation, recycling and disposal of  refrigerant must be kept for at least 3 years and shall be made  available for inspection by any authorized officer
  •Offences under the regulation may be compounded in accordance with EQ(Compounding of Offences) Rules 1978

  •Malaysia has ratified the Kigali Amendment on the 21st October 2020. 
  •Malaysia is Article 5 (Group1) country. 
  •HFC consumption will be freeze at baseline on 1st January 2024. 
  •Malaysia recognized the importance to phase down HFC and is in the preparation of the Kigali Implementation Plan (KIP).

  •National Data Survey Update is currently conducted by the appointed consultant, Tri Ecoedge Sdn Bhd. 
  •The survey objective is to update the national and sector level inventory HFCs that were imported, used and banked in Malaysia. 
  •The survey data will be used in preparing for the Stage I Strategy & Plan which is expected to be implemented from year 2024 – 2029.
