Report: As part of the capacity building by METI, Japan for the Ministry of Energy and Natural Resources (KeTSA) in anticipation of the impending EECA (Energy Efficiency & Conservation Act) to be gazetted in Malaysia, ECCJ conducted a webinar to discuss the various implementation strategies and measures deployed by the implementation agency in Japan.
IEEJ explained the following:
1) Outline of Energy Conservation Law covering configuration of Energy Conservation Law in Japan, contents of periodical reports, measures for designated business operators, classification of business operators in assessment system;
2) Energy Management System covering energy management flow and oblications, relation between EC Guideline and EM Manaul, effect of EE&C measures through energy management;
3) Energy Conservation Guideline covering effects of EC Guideline, concept of EC Guidelines, management categories to be focused based on EC Guideline, EC opportunities in boilers, structure of Japan's EC Guideline, targeted equipment for each categoryof EC Guideline, part of standard component of EC Guideline, Tables of targeted and target values, waste gas temperatures for boilers, benchmark for specified industrial sectors,
4) Energy Management (EM) Manual covering introduction, provision of EM manuals, procedure on creation of EM manual, practices, management & control,
5) Application of EC Guideline and EM Manual in India and Thailand  - ECCJ provided technical assistance to India and Thailand in development of their EC Guidelines and EM Manuals.
